After Judgment Day, a resourceful security guard transformed a huge shopping mall into a fortified settlement and started gathering survivors. In 1999, this guard, known only as Bob the Badge passed away while defending the Mall from raiders, but his daughter inherited his legacy and militarized the settlement.[1]
The Mallmistress implemented new rules, with the most significant one being that her decisions were absolute. Some sources claim that she had previous experience in army intelligence or the CIA. She assembled a skilled group of fighters and expanded the Mall People's influence by force, no longer solely focusing on defense. The Mallmistress also started to indenture others for manual labor and expanded her territory underground. The Mall People's domain expanded to cover approximately twenty miles in every direction from the Mall, and the Mallmistress ruled both above and below ground. Anyone found trespassing in Mall People territory faced one of two fates: if armed, they were killed, and if unarmed, they were indentured for one year. After the indentured period, they could choose to join the Mall People or be released to continue on their way.[1]
