Soviet Union in Terminator
In the novelization of Terminator 2: Judgment Day, set after the collapse of the Soviet Union, John Connor asks the reprogrammed T-800 why Skynet still attacked Russia, even though the Cold War has ended — as John put it, the United States is "friends" now with Russia (compared to the Cold War). The Terminator simply points out it does not matter who Skynet attacked: with cold logic, its real goal was to trigger a Russian counter-attack which it knew would destroy its enemies in the United States (the scientists desperately trying to shut it down).
