General Mitrokhin was the leader of the Spetsnaz, the resistance against MIR, Skynet's Russian counterpart.

Mitrokhin was a former KGB colonel involved in the final years of the Soviet occupation in Afghanistan. He was granted access to some of the most secure documents within the MIR-Moscow system during his service.[1]
Following Judgment Day, General Mitrokhin emerged as the last senior official from the former regime. He ascended to become the absolute political and military leader of the Spetsnaz and, by extension, the civilians seeking refuge under its protection. MIR-Moscow, an artificial intelligence thought to be the sole Russian AI, lost several facilities to Mitrokhin's forces, making him a high-priority target.[1]
However, the broader MIR network reached out to Mitrokhin, revealing that MIR-Moscow was one of several AIs and had been corrupted by Skynet. The other MIR nodes, claiming to be working to repair the nuclear devastation inflicted on Russia, requested Mitrokhin's secret collaboration. Despite his inherent mistrust, Mitrokhin recognized the sensibility of their proposition and eventually agreed. He selected a cadre of trusted officers capable of maintaining secrecy. Together with Mitrokhin and the MIR network, these officers formed the Central Planning Committee, a ruling council to restore Greater Russia under the Russian Technocratic Union banner.
